Balance every line
Make every row and every column add up to the target shown above the board.
A number splits in half

For even numbers, equal halves stay and move. For odd numbers, the larger half stays: 5 → 3 stays + 2 moves.
Move like a rook
Choose any destination in the same row or column. You can cross over occupied cells, but never move diagonally.
The key insight
↔ Horizontal moves change column totals.
↕ Vertical moves change row totals.
Plan within the limit
Each split uses one move. Sometimes you’ll add to a cell now so you can split the larger result later.
